In the wake of the Combiner Wars, Cybertron finally reestablished contact and opened up diplomatic relationships with five of its colonies: Caminus, Velocitron, Devisiun, Eukaris, and Carcer. Thanks to the efforts of Optimus Prime and cityspeaker-turned-diplomat Windblade, these scattered Transformer civilizations have formed an interplanetary parliament known as the Council of Worlds. Now it's up to Windblade and her allies to keep Starscream and his boundless political ambitions in check, both on Cybertron and amongst the colonies. Starscream comes into contact with the exiled Eukarian Airachnid and at his command, she begins lobotomizing Decepticon citizens in search of the whereabouts of Swindle's body, which vanished not too long after Starscream shot him through the back, the murders causing a wave of outrage at the Badgeless. This riles up the Decepticon population, prompting Windblade to attempt to rein in Starscream, who then reminds her about the leverage he holds over her bodyguard Chromia. Things get worse when Onslaught and the Combaticons kill a Decepticon in an attempt to spur the general public into overthrowing Starscream. In response, Starscream appoints Ironhide as the new Head of Cybertron Security and begins recruiting Cybertronians for his new police force, including Blast Off, who was actually playing the double agent role for Onslaught. Soon enough, Swindle's whereabouts are uncovered and it leads the Combaticons to the depths of Metroplex, where they merge into Bruticus and rampage throughout Iacon. Ironhide is called in to bring the gestalt down, and after the dust settles, Chromia confesses to Cybertron that she planted the bombs in Metroplex's Acrolight District, and is promptly arrested thereafter. Following Chromia's arrest, Windblade is briefly called to Earth by Optimus and returns mere hours before a fleet of undead Titans is due to arrive on Cybertron. Transformers from all over the Republic gather on Cybertron to defend their ancestral homeworld, but even a renewed Metroplex falls before the sheer strength and number of the undead. Desperate, Starscream and Windblade make a plan to seize control of Carcer from Elita One despite her vow that the Titan will never again be allowed access to his robot mode. Through a two pronged operation, Windblade manages to access Carcer's brain module only to find "Carcer" is none other than Vigilem. The power of the evil Titan proves enough to save Cybertron, and he quickly sets to work releasing his true master: Liege Maximo. While he succeeds, Elita One quickly kills Vigilem by blasting his brain module to nothing, much to Maximo's anger. The Prime, however, teleports away swearing vengeance for his banishment and the death of his follower. In the aftermath, Cybertron (again) begins to rebuild with Elita One and the Mistress of Flame applying political pressure on Starscream. Desperate to keep his rule, the Seeker frees Chromia with the directive to kill Liege Maximo for him and has Airachnid brainwash Bruticus to be loyal to him. Before the dust from that crisis even has time to settle however, it is revealed that Vigilem still lives, having downloaded his mind into Windblade's with the two battling for control. In a crisis of conscience, however, Starscream connects himself to the Cityspeaker to help her expunge the Titan only for Vigilem to download himself into the Seeker and nearly take over his body before a pep talk from Windblade allows the two jets to end the evil Titan once and for all. After Vigilem's defeat and Baron Ironblood's invasion, an election is held to decide the next ruler of Cybertron. After a moment of conscience brought on by his mind-meld with Windblade, Starscream willingly confesses to all of his crimes, leading to his arrest and Windblade's resounding victory. In doing so, Starscream fulfills Metrotitan's "Chosen One" prophecy, by uniting Cybertron's people against him for the good of the planet.
